A Critic on the concept paper entitled: "Concept of Surveillance and Monitoring in Tuberculosis"

As I read the paper it is clear that the definition of the concepts are both sufficiently inclusive and sufficiently exclusive because it includes the writers desires to include and excludes all that it intends to exclude.But it is also noticeable that the development of the said paper emphasizes not on the relevant aspects of the concepts but more on the Health Systems issue which I think will lead to confusion and will catch the readers attention, so as a result they will not be able to stay in focus to the concepts being presented in the paper.
But despite of that, the concepts are being defined,described and analyzed in a clear language and syntax. As a whole the paper is a good and interesting to read, it enlightens readers mind while it introduces new concepts.
